The Texas Department of Transportation will host a Public Review and Public Hearing. on Aug 8. The hearing is to discuss proposed improvements to State Highway 121 between the Collin County Outer Loop and County Road 635.


A press release from the TxDOT said it is proposing improvements to SH 121 by making the two-lane road into a four-lane divided road.


“It will be a divided facility from the Collin County Outer Loop to north of CR 635 in Collin and Fannin Counties,” the release said.


The hearing is set to begin at 6 p.m. at the First Baptist Church Melissa located at 2101 East Melissa Rd. There will be displays available for viewing and the formal hearing is set to begin at 7 p.m., the press release said. The hearing will begin with an open house forum, allowing residents to voice concerns or ask questions to the TxDOT staff or project team. The purpose of the hearing is to present the planned improvements to the residents and the public and to receive comments about the project.


TxDOT plans on widening more than nine miles on SH 121. These improvements would include reconstructing the existing two-lane undivided road and making it a four-lane divided highway. The 12-foot side travel lanes will also include a 40-foot wide grass median, grass ditches, four-foot wide inside shoulders and intermittent frontage roads — meaning there will be sporadic frontage roads to be able to gain access to the local roads.


The 10-foot wide outside shoulders would be good for bicyclists, the release said. It said TxDOT is proposing grade-separated intersections at FM 455 and FM 2862 — either a ramp or an overpass for the heavier used highway to help with the flow of traffic.


This project would need more than 165 acres of new right-of-way and 2.417 acres of permanent easement, and will cost approximately $142 million, TxDOT said. The property needed is located within the 100-year floodplain with 14 streams within the project area. The new road would displace four residences, one commercial building and one barn, the press release said.
